The essence of the split is that if the terrorists are just bandits, then the terrorism problem is just them, and can be eliminated by eliminating the terrorists.

If the terrorists are the militant wing of a political movement, then they are just the tip of the iceberg. Removing them will only cause them to be replaced, because it is their movement that creates them, motivates them and funds them.

One could take the second line and yet advocate a more cautious stance. It is just that a cautious stance, containment for example, is very unlikely to work against suicide terrorists. I have not seen any opponents of Perle's thinking, whether from the Left or from the Realists at State, seriously acknowledge Islamism as a political movement and explain how they would approach the problem.
