There's two kinds of testing. Internal and OEM. Obviously the company is testing it's own product. The company doesn't want to send out batteries for OEM testing that aren't top notch. There is also the battery's electrical management engineering to develop and coordinate with OEM's. These are the battery charging and discharging regimes and the power remaining guages that are being developed. Lithium polymer battery technology could be expected to adhere to these new standards in laptop designs. The telecom designs probably wouldn't require all these new engineering criteria and would be the logical choice for initial product.
