Frankly, there seems to a whole lot of unbelief on the part of UN members that they must ask "Mother, may I?" of Kofi before they start shooting.

Interesting. That's EXACTLY the one the US claimed was not being enforced by the UN against Iraq and said it would enforce on its own.
