Ted, All the more reason Clinton may have prevented a second attack. But in any case, the second attack happened on Bush's watch. For that reason, I could care less what Clinton would have done. Bush was president, not Clinton.

He had pretty much most of his two terms to prevent it, but did nothing except lob a few cruise missiles into empty tents.

Plus the 9/11 terrorists entered the country under Clinton's watch, trained to fly under Clinton's watch, and started planning the dastardly deed under Clinton's watch. Of course, I'm sure Clinton was aware of this all along, but just decided not to catch them because his term was up in January of 2001.
