I agree with Nadine's analysis..

We may suspect (or know) that Syria took some of Iraq's WMDs, but we're trying a "carrot/stick" approach with the Assad government (and myriad other Baathist power brokers)..

Were we to publicly announce Syria had them, we would definitely be compelled to do something about them.. And we just don't have the forces available at this moment to do so..

And hopefully, with the proper degree of pressure politics, the realistic threat of force might just be enough to convince them to get rid of them.
