I've been thinking about this, as you see. Why am I not surprised? We are going to toss away a Trillion by the sound of it. The "Property Rights" could be handled the way we handled the property we gave the railroads for crossing the country. Have the US take property rights and cede them to the person who gets there. But this is not going to happen. Watch Rutan. If we would get out of his way, and help him we could do a lot of "Earth Orbit" stuff soon that would be done at a profit. Bush has been conned on this one.
