The people of Washington D.C. have gotten screwed on the representation issue. In order for them to get statehood, they need the approval of both houses of Congress and the signature of the President. Is anyone interested in two more Democratic Senators? I didn't think so.

Even if we had a Democratic President and Congress, D.C. is not going to get statehood. The smaller states have no interest in diluting their power. The most logical thing would be for either Maryland or Virginia to annex D.C. That is not going to happen either.
