Bush needs the electoral college of California. His proposed immigration changes benefits the Central California valley where the farms are. They are already Republicans in the Central Valley. hence it will not make much of dent with Immigration.

California is mostly Democratic,(Reagan Democrats), high tech and biotech. To get their vote he needs to address the taking of jobs overseas.
