I can't speak for any one else but I remember.

I also remember Section 8 of the Iraqi Liberation Act of 1998

Nothing in this Act shall be construed to authorize or otherwise speak to the use of United States Armed Forces (except as provided in section 4(a)(2)) in carrying out this Act .

Where 4(a)(2): MILITARY ASSISTANCE- The President is authorized to direct the drawdown of defense articles from the stocks of the Department of Defense, defense services of the Department of Defense, and military education and training for such organizations.

And I remember that President Bush asked for a strong resolution like the above.
