They were not kicked out of Iraq. And in 2003 there were inspectors in Iraq.

You like to split hairs, eh? I get paid to do so. vbg. Unfortunately, what you say really adds not very much to the discussion.

Anyway, you are technically correct. The inspectors left voluntarily after Saddam refused to cooperate with them. Some would say that was the equivalent of kicking them out.

In 2003, there were inspections while Saddam had a gun pointed to his head.

There were none between 1998 and 2003.
