Depends on what you all "foreign policy."
The Islamistas have aggregated cultural and religious issues into foreign policy and the message was carried home by OBL. Without the lesson we would not have seen a WOT and no wars on Iraq or Afghanistan. The lesson has been in the making for a long time. Though it had overtones of retribution for our foreign policy, at the end of the day it was as much cultural and religious as political. Yes, the US got punished for its culture of freedom and for its religious tolerance, and as a result we are seen as bullies by TROY because we have responded appropriately. Brilliant.
Blame Osama for the present conundrum as it all relates to him, his buddies and their insane ideas..they've stoked the fears felt by the Rest of You, which is exactly the way they want it to be. Divide and conquer is usually a good strategy....though they haven't a snowball's chance of conquering, they've done a great job of dividing.
What fears of Hegemon would You have now in the absence of 9/11? I daresay we'd be arguing about trade issues, globalization, immigration, and a host of more mundane things instead of TROY's fears of an enraged Uncle. Putting out fires, though, is going to get a few innocents wet, no matter how careful the fireman.
Look at it objectively, however. You now get your photo taken and get fingerprinted when you travel here. Except for these inconveniences, how has the average citizen of TROY not residing in Afghanistan or Iraq been affected? I daresay that so far your fears are unfounded. While the rhetoric might get on occasion get heated, the US is simply not going to make life truly miserable for Canadians, Mexicans, Guatemalans, Germans, French, etc.
