Only the UN can decide how it will enforce UN resolutions.

Oh?? What decision did they make when they passed UNSC 678 (which "authorized" Desert Storm)?

There was no discussion of using military force in that resolution, yet the US lead a coalition of over 1/2 million troops in that effort to evict Iraq from Kuwait (invading Iraq in the process).

Why is it, GST, that people of your ilk constantly imply that the UN is in the business of directly authorizing military force to uphold its binding resolutions??

The UN has NEVER, EVER (that I can find) directed the use of military force to uphold it's resolutions..

Yet, suddenly y'all think it was going to do so with Iraq?

The most the UNSC has done is lift the prohibitions on the use of force.. They never directed, or mandated, such use.
