Criminalizing Terrorism and pretending it is not State sponsored is a non-starter, IMO. Question: Does it matter who the terrorism is directed at? There is the oft-cited example of the airliner used by the Iraqis for hijacking training? But were they aiming at the US? Or the Israelis? Are we the Israelis guardians? My copy of the Constitution is mute on that point.
