Oh I found it..The Great Leap Backward
By 1958, agricultural output was unable to keep up with population growth, and Mao was growing impatient with the slow pace of industrialization. Instead of advocating technological improvements, as many advisors suggested, Mao turned to his favorite strategy: mass mobilization. As part of his Great Leap Forward (1958-1960), he ordered massive labor-intensive public works projects and organized enormous People's Communes, which housed as many as 1000 farmers and replaced smaller cooperatives.

In the end, the Great Leap Forward, combined with a run of bad weather, led only to disaster: between 28 and 40 million people in the countryside starved to death in what has become known as the greatest man-made catastrophe in history.
