If Bush wants to get re-elected he'll do something about outsourced American jobs. He can inform American companies in process of offshoring that they will no longer be eligible to receive tax incentives. He can also ask congress to grant tax credits to those companies that create new jobs in homeland. The trend would quickly reverse.
