Because they know they won't get one right now. I think the thought is better to defeat him in the election. I was hoping that Kennedy was going to call for impeachment at the end of his speech; instead he called for Bush's defeat in the next election.

However, should Bush survive into a second term, I suspect he won't survive the scrutiny history will show concerning the Iraq War. Should he win, Bush could go down like Nixon did during his second term.
