I found an excellent paper on European drug policy at the DEA, of all places. The basic approach is to stop criminalizing the soft drug user and focus on the serious traffickers. Taking the criminal profit out of much of the drug trade reduces the overall incentive for criminals to get into it, and allows more resources to go for treatment and prevention.

The immigration proposal would decriminalize a reality that no one has been able to change through enforcement, and simply adapt to market forces that created the situation in the first place.
