hmaly, if a person isn't able to build a solid team, they may have to get out of management or leave.

Of course, if there's a supply problem such as there was during the boom, then offshoring kicks in. Offshoring started during the boom when no one could find enough trained people.

That's why I think the school system needs to do nothing short of drastic measures to improve. Why should we offshore because of them?

The school system doesn't produce enough skilled people, at recovery levels, for people to hire. Why should we offshore because of them?
