The DC report is a bit dated. I am not sure, but he may be referencing local government spending. Also there is some question as to how much more incremental spending can go on at the federal level too. I believe his "long term" rec. refers to the fact that, in his estimation, valuation is not great, but not excessive. So, longer term holdings should do ok.
