So being able to live a long, healthy life is a privilege, not a right?

I marvel that you would even ask such a thing.

People, young people, often die; and they do so because of no one's fault but Mother Nature's. It is not Nature's responsibility to see to it that they all live 'long, healthy lives,' and it is certainly not mine.

Governments consist merely of groups of people, none of which has an innate responsibility to buy goods, including health insurance, for others. They may form willing coalitions to buy such goods, but they obviously have no natural responsibility to do so.
