Wayne: Is it possible that the intent is that external data providers will get access to this information for the $500 per month, and then retail users get access through them.

That seems more likely to me - as if NASDAQ is looking for a little money with which to ameliorate website costs and to provide improved information. They discontinue retail access and rely on outside vendors to provide that retail access.

Difficult to tell from the Vendor link however. I hope my interpretation is correct.
