And - is there anything in Powell's words to indicate that Hussein wasn't working on acquiring such "significant" capability?

No. And it was a great opportunity to state that Hussein was, if true. But he didn't.

Is there anything in Powell's words to indicate the Pope [Vatican] was working on acquiring a significant WMD capability? By your "reasoning" the Pope could be.

Aha... so - taken in the context proposed by the Senator - the Iraqi campaign mightily raised the al Qaeda's desire to hurt America... So, it would follow that it is possible for us to kiss up to the extremists in such a way as to make them no longer want to attack us. If they get to like us, maybe they will dump Qutb and become more peaceful... Very nice to know.

No....Al Qaeda needs support in some fashion, people and funds. If more people support Al Quada that enhances Al Qaeda's capability to hurt America.
