Quite wrong, I think, because such a view doesn't take into account the fact the he could have used it as blackmail for futher military adventures in the ME. We would not have sent our armies to counter him as we did in 1991 if there was a chance that they would have a nuke or two dropped on them. You'll recall that Saddam has been quoted as saying that his strategic error in 1990 was to invade Kuwait before he had a nuke.

Imagine Saddam in 1991 with a nuke and imagine what would have happened, then fast forward to 2005 and think about what chaos he would have been capable of creating with a bought bomb.

The endgame Saddam was playing was domination of the ME and the oil supplies, an intolerable result.
