Hi Tejek, Usually they have their red lights on when they do SOP, this particular person didn't have his red lights on. I've seen SOP done about a dozen times, he was doing something that looked different. My initial guess would have been a rookie practicing, except the police depts here have had a two year hiring freeze. Maybe it was a different practice of sorts, just a tad coincidental. They should have turn their red lights on though.
