I am sorry you are so stuck. Congress is prohibited, the people are not. It is as simple as that. That is and always has been the whole point. You want the word 'establishment' to mean something more narrow but it doesn't. The phrase is 'regarding the establishment'. Meaning congress can't tell us how to establish or not establish religion. It also means that Congress can't establish its own religion, which is your overly narrow interpretation.

Lutherans, Babtists, Catholics, Muslims, Jews, Buddists, etc. have established religions and they are established in America and they are freely exercising their rights to worship...the govt didn't do it and the govt didn't pass any laws regarding it and it bugs you because your catacism teacher wasn't as nice as you wanted him to be...wah wah wah
