Not as long as the trial lawyers continue to be huge contributors to the Democratic Party -- either no. 1 or no. 2, shared I believe with the teachers unions, though I don't keep close track of that.

The Democrats have successfully stalled tort reform for quite a while, and they have been very, very well rewarded for it with campaign contributions.

Against many millions of dollars of campaign contributions,the "will of the nation" doesn't count for much.
