Had the intent been only to keep congress from establishing a state church the law would have read... Congress can pass no laws to establish a state religion. However, the law reads ..."no law regarding the establishment of religion." This is a no law Pro or Con regarding the religious establishments. The peops can do whatever they want (barring violations of other laws) to establish religion and congress can do nothing pro or con in regards to that.
