I personally think people who don't earn above a certain threshold should not be allowed to have more than two children.

A simpler method would be that a condition of receiving funds from any public assistance program, the mother would have to agree to the implant that works as a contraception. Radio personality Bob Grant advocated this.

It would be basically voluntary. A trade. A poor women would trade eligibility for public assistance for her right to have more children. Seems fair to me.
