It may be "normal," but it doesn't seem to be an indication of an improving economy. I'm not into bonds but if I was in the market I'd be shopping somewhere other than the US right now or at least be looking for something short-term. Shafting the bond holders may be a way for the Government to save a few bucks but it doesn't help to know that the money saved will likely be thrown into the Iraqi black hole.
