From what I have heard about the work program, It does not let illegals work in America without threat of law. I see it as a solution to document those who come and do good and provides political cover to go after aggressively those who are illegals. It's common sense. And it may have some nominal effect on the Hispanic vote. Ignorant people vote with little analysis of what is true.
