The only obligation for the pilgrimage to Mecca for a Muslim is that they make the sincere intention to go. If because of finances, family or business obligations, political, physical, or resource restrictions they can't succeed they are still given credit for having the intention. Saudi also has restrictions on who and how many can come from each country during Haj (Official pilgrimage time).

The purpose of the pilgrimage has nothing to do with where God is or isn't. Yes I agree, with the Taoist, God is omnipresent.

The common question for atheists goes something like this: "If God is all powerful, merciful, and benevolent, then why is there so much suffering, strife, confusion, trajedy, etc. among the worshippers of this God?"

Everyone who claims to believe in an Omniscient God, should come to terms with this.
