At the time Osama was in Sudan he was not the 9-11 mastermind as that was way before 9-11 was concieved. He was just guy who might do something wrong but hadn't yet done anything to violate U.S. laws. He had been implicated in the first WTC bombing; if Clinton had WANTED to get him, he could have done so. Clinton didn't have the will to do it because he was a political being who couldn't take a piss if it wasn't politically popular to do so. Bush, on the other hand, knows right from wrong and doesn't allow the politics of the situation to influence the process. That's reality.
