Up until the last ("education", which I suppose could qualify), you had only listed some NOTORIOUSLY POOR examples.

The Army Corp. of Engineers projects have some of the WORST cost/benefit ratios ever measured in supposed "government investment" projects (Tenn-Tom, anyone? ... how about the annual exercise of 'sand replenishment'?)

Most every dollar spent there would be FAR BETTER OFF if it had been left in the pockets of American taxpayers instead... or applied to debt repayment.

Now 'spy satellites' can be certainly justified under the heading of national defense.... but they do not meet the classic definition of 'capital improvement' either....

PS - don't 'cha think PRIVATE ENTERPRISE would be better off building 'office buildings' than the federal government? (Or, have you secretly turned into a Communist... without telling the thread?)
