The reason that U.S. troops were in Saudi Arabia, was Saddam - to "Contain Iraq" (unless you like bin Laden claim that U.S. troops in Saudi Arabia were an army of occupation). It is not surprising, therefore, that the Bush Administration would begin removing our troops out of Saudi Arabia, once the need to "Contain Saddam and Iraq" was over.

So the cost of the "Policy of Containment" was 3000 lives (a warship, two embassies, the World Trade Center - twice, and the Patriot Act). So far the cost of a "Policy of Preemption" has been the death of 500 soldiers and our relations with the French and Germans.
