President Carter was President when Iraq invaded Iran. If I remember correctly, it (the beginning of the Iran/Iraq War) was shortly before the 1980 Election. In fact, Saddam became the President of Iraq, during the Carter Administration.

That being said, I refuse to belive that President Carter actually green lighted a war (Iraq's invasion of Iran); nor for that matter, do I belive that President Bush green lighted Iraq's invasion of Kuwait.
