I am not disputing the matter of the Corps projects, I do not know enough to comment intelligently on their economic efficiency. I was merely pointing out the array of things that could be construed as capital improvements.

I love Reagan. He was right to caution against government irresponsibility, as when he quoted the maxim that the power to tax is the power to destroy. But the attitude of some libertarians goes beyond Reagan, who accepted that taxes were the normal means of funding legitimate government functions. It is one thing to consider oneself bound to spend prudently, and another to treat most expenditures with hostility........
