Having experienced that from the other end of Pennsylvania Avenue, I will not play that game, especially in this circumstance.
Oh yes she will indeed play that game. Her stunt was designed to plant the idea into people's heads, the idea that Bush knowingly allowed 9/11 to happen, in hopes that it might take hold. I agree with Ari Fleicher's response:

Democrats fired back, and the partisan wars had begun anew. To me, it was one of the most shameful political stunts Hillary ever pulled, worthy of Survivor: Washington.
