If a Republican staffer was stupid enough to leave a file with strategies in the hallway and a Democratic staffer picked it up and used it, would that be comparable?

IMO, that would be immoral. Looking inside someone's files is immoral. Using someone's passwords to crawl through their computer files is immoral.
