Interesting. I see some pretty big obstacles to enforcement though. From what I've seen of the salmon rivers in the PNW, there are so many tributaries running through farmland (not to mention aggregate extraction sites, etc...) that it would take a pretty active watchdog system to enforce these kinds of regs.
