Given my experience with DMVs it would probably be very difficult for the photograph to be taken in private but maybe her family can stand around her to keep strangers from observing.

There's not much point in having a picture of her face on her license if the cop who stops her or the airline official letting her board can't see her face to compare it. They put pictures of faces on those things for a reason. It would seem to me that a woman, while she may cover her face as she goes about her business, would need to be prepared to show it under certain circumstances to operate in and be a part of this society.
