Apparently you are incapable of reading then. The Bush
Admin clearly laid out all of the violations of the Gulf
War Cease Fire & 17 UN Resolutions that Iraq continued its
failure to comply with. They gave Iraq one last chance to
comply with all of them.

Saddam chose near total non-compliance. It was his largest
miscalculation ever.
