So why can't Bush mention him in his state of the unioin, like he did when he got hung up on Saddam?

This is sorta like voluninous the Whitewater Report where there term "Whitewater" was barely mentioned only about a dozen times. There's usually a reason why the operative names get left out, and more than not it has to do with propaganda.
