binnie was vanquished and was and is hiding in hole in the ground. saddam represented an in you face threat with a country and billions of dollars to spend. A real threat is measured by it's logistic resources. In the Arab world the definance of saddam coupled with the lies supported by press in Arab countries was far more dangerous than binnie in a mud hole somewhere. With all the folks looking for binnie, do you really think he had time to plan and direct whatever to effect a terrorist attack. Saddam was and did plan terroist attacks in Europe and in America.
