I have sometimes thought that Bush himself might have used more tact in his dealings with continental heads of state he doesn't agree with, but schmoozing and charming a la Clinton is not his style. I don't think anyone is really "looking for a fight" for the sake of fighting; the fact is, the US and some of its former allies do NOT agree on many aspects of foreign policy and what should be done about it. In the end, there's no real way to sugarcoat the pill the French, Germans and Russians had to swallow vis-a-vis the Iraqi war, and their reaction showed it.
