I think you better cut back on your meds, Carl. I neither concluded this nor said it.

What I did say was,

As for WMDs, it's looking like it was mostly a bluff on Saddam's part. Well, on the one hand, it worked great - all the Western intelligence agencies were fooled, even his own commanders thought he had them. On the other hand, Saddam is now out of power and in a Coalition jail. The last of Saddam's major miscalculations.
