you got it, this discriminatory tax law also destroyed any future supply of real estate. People have no incentive to sell. And the greedy people benefitting from this law won't overturn it (of course).

Arnold is in a world of hurt trying to balance the budget. In the 90s we had employee income tax but many of the tech jobs that gave CA surpluses in the 90s have gone offshore. Now, there is no income taxes and the elderly who pay no property taxes are still using services up the ying yang (while voting for no increases). CA is screwed until we overturn this law.
