yes that is a sad state of affairs. It should be amended or generate a new series of taxes specifically directed toward other goals and leave the property tax to stand alone. Schools, sewers, water and varied municipal entities once funded by property tax could be generated under a separate title. In fact it could be sold to the short sighted as a reduction in property taxes for the ones paying the greater %. Then merely stair step the new tax until there is some type of balance. Call the new tax, Community Chest or some such nonsense. I am certain they could come up with a benign sounding term for the new bite. ;)
