you miss the pt of looking at Rydex in the first place -- yes, it represents almost nothing of the OI in treasuries --
it represent the "unsophisticated" investors ...

that is why it is useful as a sentiment indicator -- on the whole we expect the "small speculator" to be wrong -- especially when things get so VERY lopsided ...

Now as to the ways to short treasuries -- there are innumerable methods available to those who need to do it in size -- who represent large positions in the credit and currency markets. Most of the pile of derivatives have to do with interest rates, right??
