"Religious right are maybe 10% of the nation yet have something like one third of the political power." A minority that is deeply committed to a particular issue will always have a disproportionate effect on that issue. Other examples are the effect of jewish voters on US policy towards Israel, and the effect of cuban-american voters on US policy towards Cuba.
