As I recall, the US Somalia operation was a covert operation that happened contrary to the UN jurisdiction over that area. It left a bad taste for the US commanders, when they got bogged down, to have to inform and call on the UN for help.

Also, you might keep this in context, I was never a Clinton fan. And, fundamentally, it doesn't matter what Clinton did. Bush is the president now and what matters is what he does or doesn't do. Agree?
